The South Village area of Poland was identified as a potential future commercial development area in the Town's 2005 Economic Development Strategy and the Towns updated Comprehensive Plan.  The South Village development area includes property in the vicinity of the intersection of Route 26 and Route 122 extending approximately 3,000 feet south and 4,000 feet north along Route 26, west along Carpenter Road and approximately 3,000 feet east along Route 122.
 
In 2009, a water and sewer extension feasibility study for the South Village area was completed by Taylor Engineering and Community Dynamics Corporation.  The study considered various options and alignments for constructing a water and sewer system extension from the Auburn Water and Sewerage District systems to the South Village area. The study also included a community outreach survey, cost-benefit analysis, and financing analysis.  The study established a total project cost estimate of $4.3M which includes engineering, permitting, land acquisition and construction.
 

As a result of the recommendations from the water and sewer extension feasibility study, a tax-increment financing (TIF) zone was established for the South Village area by the Town and funds were approved by citizens of Poland to construct the utility infrastructure.  The primary source of funding for the project will be through the Maine Municipal Bond Bank (MMBB) incorporating American Recovery and Reinvestment Act (ARRA) funds.


Water System
- The proposed water system will include a water pump station, storage tank and transmission mains.  The pump station will take suction from the Auburn Water District's system at a new connection near Empire Road and boost the water to a new water storage tank.  The water storage tank will be located on property owned by the Poland Spring resort on Ricker Hill and will include required volume for fire fighting purposes and peak demands.  All of the water piping will be located within the right away of Route 26 and Route 122 with the exception of the transmission main piping from the booster pump station to the water storage tank which will be located on Poland Springs resort property.

Sewer Collection System - The proposed sewer collection system will include gravity and force main sewers as well as sewer lift pump stations required to convey sewerage from the South Village area to a terminus manhole located on the Auburn Sewer Districts system near Empire Road.  Gravity sewer is proposed along sections of Route 26 and Route 122.  Three sewer pump stations will be required and located at the northern end of the project along Route 26, along Route 122 near Cobble Knoll Road and along West Crestwood Drive.  Force main sewer will be required from the Route 26 pump station to the intersection of Route 122, from the pump station on Route 122 over Cobble Knoll and from the pump station on West Crestwood Drive to a terminus manhole on Empire Road. All of the sewer piping will be located within the right away of Route 26 and Route 122.
